Allow portal users to view agreements

Current behavior: Portal users can't view agreements. The agreements section is hidden from them on the company overview, and there's no group or admin setting to grant access.

Requested behavior: Allow portal users to view the agreements for their company, so MSPs can share subscription and license details (such as those synced from Pax8) with clients through the portal.
